Purchase of Service – Reporting

Purchase of Service (POS) Data

Welfare & Institutions Code, Section 4519.5, requires the Department of Developmental Services (“DDS”) and regional centers to collaborate to compile data relating to the purchase of service authorization, utilization, and expenditure annually.

The purchase of service data must be categorized by:

  • Age of consumer:

– Birth to age two, inclusive,

-Three to 21, inclusive,

-Twenty-two and older

  • Race or ethnicity of the consumer.
  • The primary language spoken by the consumer, and other related details.
  • Disability detail.
  • Residence type, including age, race or ethnicity, and primary language.
  • Number of instances when the written copy of the individual program plan was provided at the request of the consumer and, when appropriate, the consumer’s parents, legal guardian or conservator, or authorized representative, in a language other than a threshold language.
  • Number of instances when the written copy of the individual program plan was provided at the request of the consumer and, when appropriate, the consumer’s parents, legal guardian or conservator, or authorized representative, in a threshold language.

The data must include the number and percentage of individuals by age, race or ethnicity, disability, and residence type, who have been determined to be eligible for regional center services but are not receiving Purchase of Service (“POS”) funds.

Within three months of compiling the data with DDS, each regional center must meet with stakeholders in a public meeting to discuss the data. The dates of these meetings will be posted on this page as soon as they are available.

Fiscal Year 2024-2025 – Presented Jan-May 2026

Beginning January 2026, SG/PRC held (3) in-person community gathering and (2) virtual community meetings; (1) in-person meeting was offered to our Hispanic/Spanish-speaking community with interpretation in Spanish, (1) in-person meeting was offered to our Black/African American Community, (1) in-person meeting was conducted to our Asian communities and interpretation was provided in Chinese, Korean, and Vietnamese, (1) meeting was provided to our Board of Directors with interpretation in all five SG/PRC threshold languages, and (1) meetings were conducted in English with American Sign Language (ASL) during our Community Information Forum (CIF). All meetings were held in English with interpretation in their respective language. A total of 227 individuals participated in our (5) POS presentations.

Posted below is the report submitted to the Department of Developmental Services (DDS) documenting the meetings held with the community (including minutes), the trends in POS authorizations and expenditures identified by SG/PRC, and the proposed actions that SG/PRC will take to continue addressing issues of disparity and increasing equity in accessing regional center services.

POS Expenditure Data for FY2023-2024

In 2025, SG/PRC held (5) virtual community meetings; (1) meeting was offered to our Hispanic community with Spanish interpretation, (1) meeting was offered to our Black/African American Community, (1) meeting was conducted to our Asian communities and interpretation was provided in Chinese, Korean, and Vietnamese, (1) meeting was provided to our Board of Directors, and (1) meeting was conducted at the Community Information Forum in English with American Sign Language and interpretation with SG/PRC’s threshold languages. All meetings were held via Zoom.
