Become a Provider

The San Gabriel/Pomona Regional Center relies on our vendored service providers to meet the needs of our community. The Community Services Department is the division that identifies recruits, and maintains qualified services providers. Our expectation is that our vendored service providers share SG/PRC’s vision and commitment to providing quality services to our diverse population and their families. When becoming a vendor, you will primarily work with our resource development staff and vendor coordinators.

Our Resource Developers provide outreach to prospective individuals and entities interested in providing services to our community. Resource Developer’s provide technical assistance throughout the vendorization process and help to ensure the services both meet the current needs and are in compliance with applicable laws, regulations, SG/PRC Board policies, and/or ordinances.

The Resource Developers are available to assist with finding generic resources or identifying and vendoring a resource that are needed to meet the needs of individuals served .

Vendorization Process

Standardized Vendorization

Beginning January 1st, 2026; San Gabriel/Pomona Regional Center (SG/PRC) will begin using the Provider Directory for new vendorizations for Sports Club (008), Self-Directed Supports (099), Coordinated Family Supports (076), Independent Supplemental Residential Program Support (109), Supplemental Day Program Support (110) Independent Living Services (520) and Supported Living Services (896).

Starting on March 1, 2026, SG/PRC must begin using the Provider Directory for ALL new vendorizations, for applicable service codes.

Contact vendorization@sgprc.org for guidance on how to begin your application between January 1, 2026 and March 1, 2026.

Who Can Apply?

  • Potential New Providers: People or agencies who want to start offering services and supports to Californians with intellectual and developmental disabilities.
  • Existing Providers: Providers who want to add new services or expand to new areas.
  • Family Members or Guardians: People supporting individuals through the provision of specific services agreed upon by the Individual Program Plan (IPP) team

Who Cannot Apply to the Directory?

Entities seeking to provide service to individuals in the Self-Determination Program cannot apply in the Provider Directory, except for Financial Management Services (FMS) service codes 315-317. Effective on and after July 1, 2026, Purchase Reimbursement (Service Code 024) vendorization applications must be completed in the Provider Directory.

How Can I Prepare?

You must determine what service type you are planning to provide and understand applicable statutes, regulations and directives issued by the Department of Developmental Services (DDS) based on your experience and expertise. DDS is governed by Title 17 Division 2 of the California Code of Regulations (CCR). Vendorization is governed by Title 17, Division 2, Chapter 3, Subchapter 2.

What Services Are Needed?

Stages of Vendorization and Processing Time Requirements

The standardized vendorization process consists of four stages: (1) Profile,

(2) Requirements, (3) Submission, and (4) Decision. Each stage includes key expectations, and has specific processing time requirements for regional centers, with three distinct deadlines as illustrated in the Vendorization Steps & Processing Time Requirements document.

Applicants for vendorization are subject to one processing time requirement, applicable only when additional documentation is requested. All timelines are measured in calendar days.

How to Become a Service Provider/Vendor?

Service providers must be vendored by a regional center before they can provide and be reimbursed for services agreed to by each IPP Team. The following describes how to become a vendored service provider.

What is Vendorization?

“Vendorization” is the term used to describe the approval process to provide services through regional centers to individuals with intellectual and developmental disabilities. You apply for vendorization online through the Provider Directory. This is where you will submit required information and documents, communicate with regional centers, and track your progress.

Your application will be reviewed by the vendoring regional center – the center responsible for the geographic area (also known as catchment area) where your site-based service or operating office is located. The regional center will review your documents and determine if you meet the requirements. If approved, you’ll be assigned a vendor number and a service code in the Provider Directory.

When should you apply for vendorization in the Directory?

Applicants can start a vendorization application at any time. However, if applying for an emergency vendorization or applying for vendorization of certain specialized facilities through the Community Placement Plan (CPP) or Community Resource Development Plan (CRDP) project, contact SG/PRC at vendorization@sgprc.org  to learn how to begin your application process and when to create your login profile to apply in the Provider Directory. Vendorization does not guarantee that individuals will be referred to or placed with a vendored provider [Title 17 of the CCR section 54322(d)(10)].

Vendorization Process:

The vendorization process is done online through the Provider Directory. Here’s what to expect:

Step 4: Receive decision

All document submissions between the applicant and the regional center must take place in the Provider Directory. The Provider Directory can also be used for ongoing communication. The Provider Directory system supports deadline tracking through automated notifications.

Who Can Use Vendored Providers?

Once vendored, a service provider may be utilized by individuals served by other regional centers, known as “user,” “utilizing,” “courtesy,” or “shared” regional centers, as well as the originally vendoring regional center.

NOTE: The vendor identification number assigned by the vendoring regional center must be used by all regional centers purchasing the vendored service in the situation above.
