This section of our website has been designed for individuals served and/or their families served by San Gabriel/Pomona Regional Center that are pursuing or are already a participant of California’s Self-Determination Program.
What is the Self-Determination Program?
The self-determination program (SDP) is a different way to fund and plan Regional Center services, providing more flexibility and control. Under the SDP program, individuals and their families can coordinate and purchase services outside of the usual Regional Center system.
SDP provides individuals served and their families with more freedom, control, and responsibility in choosing services and supports to help them meet objectives in their Individual Program Plan. SDP participants have the power to manage their budget, choose and negotiate rates with community providers, and decide how to use public funds, giving them greater independence and responsibility. Participants are responsible for staying within their annual budget.
The Self-Determination Program is based on beliefs that people —
- Plan their own lives and make their own decisions
- Determine how funding is spent for their services and supports
- Plan and choose their own formal and informal supports
- Take responsibility for the decisions made
- Validate those decisions through maintaining ongoing control
The Five Principles of Self-Determination
Freedom- you havethe right to plan your own life and make your own decisions.
Authority- decide how your budget is spent for your services and supports.
Support- you select supports and people that help you live, work, and play.
Responsibility- tomake decisions in your life and have a valued role in your community.
Confirmation– to make decisions in your life by designing the service(s) that you rely on. You are the decision maker for your life.
How to get started
The SDP Process begins in traditional case management. Contact your service coordinator and notify them you are interested in exploring SDP.
The Self-Determination Program is a voluntary, alternative way to receive services and supports. SG/PRC offers training opportunities regarding the SDP Orientation, SDP Terms, SDP service codes and definitions; including, training videos to navigate through the enrollment process, Person-Centered Plan, Individual Budget, and Spending Plans. An SDP participant is responsible for choosing people to help and support them transition to the Self-Determination Program.

- Natural supports, family members and friends
- A person-centered planner
- An Independent Facilitator
- Transition supports paid for by the regional center

SCDD Statewide SDP Program Training
Department of Developmental Services (DDS) has partnered with State Council to provide a statewide orientation and training to all participants and families who are interested in participating in the Self-Determination Program (SDP). The Statewide Self-Determination Program Orientation is one (1) Module that is two (2) hours in length:

- Discuss the steps to join the Self-Determination Program

SDP Local Advisory Committee
As required by law, each regional center must establish a Local Advisory Committee to ensure effective implementation of the SDP and facilitate the sharing of best practices effective consumer and family training materials, implementation concerns, systemic issues, and ways to enhance the program.
These meetings are open to the public. These meetings are held the 2nd Tuesday of each month at 6 pm. For questions about these meetings, please email selfdetermination@sgprc.org
The Waiting Room – (SDP Family Support Group)
Education Spectrum in collaboration with the San Gabriel/Pomona Regional Center announce this monthly support group. The Waiting Room is designed to be a safe place to share, listen and learn for all Participants, Families, Parents and Caregivers of the Self-Determination Program. Meetings will be facilitated by independent moderators.
Meetings will be held on the 3rd Thursday of the month – Starting at 5:30 p.m. In English, Spanish, Chinese and other preferred languages languages.

In the Self -Determination Program, participants, families or their selected Independent Facilitator may need access to the DDS rates that regional centers use to pay for services. This information may be helpful when negotiating for services or when determining the monetary amount for unmet needs.
