What's new in our Community Services Department?
Meet Ms. Linh Lee – Employment Specialist
The 2016-17 Budget Year included funding for each regional center to have an Employment Specialist position in the agency. In July 2016, Linh Lee was promoted to this position at SG/PRC. Previously Linh had 18 years of experience as a Service Coordinator in the Adult Services Unit at SG/PRC. During her time as an SC, Linh worked with, supported and advocated for individuals we support with a variety of issues, including employment.
In her new role as Employment Specialist, Linh has become involved in a variety of employment issues and has continued to champion for employment outcomes, for individuals with intellectual and developmental disabilities, that include positions that are at minimum wage or above and that are integrated. She monitors the agency’s efforts towards the Employment First Policy, including promoting new initiatives such as the Paid Internship Program and Competitive Integrated Employment incentive payments to service providers.
Linh is also responsible for outreach and collaboration with the community. She has attended a variety of employment related activities including job fairs and employment forums. She has also attended a local Chamber of Commerce meeting to make the local business community aware of the potential of individuals we support in the workforce. Currently, Linh is taking the lead at SG/PRC with coordinating the Local Partnership Agreement (LPA) process with the Department of Rehabilitation and the local school districts and service providers. The LPA initiative is part of the California Blueprint on Employment.

Meet Mr. Cesar Lopez – Housing Specialist
Recognizing the increasing challenges that individuals with developmental disabilities encounter in finding and securing affordable housing, in 2017 SG/PRC added the position of Housing Specialist to the Community Services Department. Cesar Lopez was hired for this position. Cesar brings a vast wealth of knowledge and experience in working in the affordable housing realm. Cesar worked for 8 years for a community housing organization that provides housing services for the disabled, mentally ill, war veterans and the chronically homeless. Cesar has knowledge of the Section 8 Voucher Program for both the city/county of Los Angeles, the Coordinated Entry System (CES) and other programs related to affordable housing.
At SG/PRC, Cesar serves as a resource for service coordinators and service providers with regards to assisting with and locating affordable housing along with outreaching to potential landlords and explaining the types of support services which SG/PRC provides. Cesar also serves as the SG/PRC liaison with the Department of Developmental Services (DDS) with regards to the acquisition and monitoring of housing related to SG/PRC’s Community Placement Plan.

Meet Ms. Lourdes Sanchez – Program Evaluator
The 2016-17 Budget Year included funding for each regional center to have a Program Evaluator position in the agency. In July 2016, Lourdes Sanchez was promoted to this position at SG/PRC. Most recently, Lourdes held positions as the Essential Lifestyles Planner and Service Coordinator in the Residential Services Unit at SG/PRC. Lourdes also advocated, coordinated and supported individuals who transitioned out of institutions, such as Lanterman Developmental Center and Fairview Developmental Center, into integrated community living arrangements.
As the Program Evaluator, Lourdes serves as a resource to service providers, individuals we support, their families and staff with regards to the HCBS Final Rule. Lourdes has coordinated a variety of trainings for the community on the HCBS Final Rule and is currently working with service providers on making the necessary changes to their services, in order to be in compliance with the new federal guidelines.
In addition to her knowledge with regards to the HCBS Final Rule, Lourdes has taken a lead role for the agency with regards to Person Centered Thinking. As our agency continues to work collaboratively with individuals we support and their families, service providers, and other stakeholders; Ms. Sanchez will be a valuable resource as we move towards full compliance with the HCBS Final Rule by the end of March 2022.
