Update on Uniform Holiday Schedule and Half-Day Billing Rule for Day Services
On June 27, 2018 the Department of Developmental Services (DDS) issued a Program Directive regarding the status of the Uniform Holiday Schedule (Welfare and Institutions Code, section 4692) and the Half-Day Billing rule (Welfare and Institutions Code, section 4690.6). After various court hearings and decisions, the federal court order that placed an injunction against the enforcement of the Uniform Holiday Schedule and the Half-Day Billing rule was lifted, and this decision was affirmed by a federal appellate court in May 2017.
DDS issued the June 27, 2018 Program Directive to inform the regional centers about the required enforcement of the Uniform Holiday Schedule and Half-Day Billing rule and to have regional centers notify the service provider community about these statutory requirements.
The signed budget bill for fiscal year 2018-19 delays implementation of the Uniform Holiday Schedule. Implementation of the Half-Day Billing rule, though, is effective July 1, 2018. For more information and to view the DDS Program Directive dated June 27, 2018, please click here
