Section 4519.8, of the Welfare and Institutions Code requires that the Department of Developmental Services (DDS) submit a rate study addressing the sustainability, quality, and transparency of community-based services for individuals with developmental disabilities to the Legislature by March 1, 2019. DDS has contracted with health-policy consulting firm Burns & Associates, Inc. to conduct the rate study with DDS oversight.

On May 25, 2018 Burns & Associates, Inc. emailed the survey to service providers. While not every service provider received an email, service providers (of the selected service codes) are encouraged to complete the survey by the deadline of Friday, July 6, 2018.

The survey instructions can be accessed through the DDS website by clicking here or on the Burns & Associates website by clicking here. The actual Excel-based survey can also be accessed through either of these sites. When reviewing the provider survey instructions, please note that pages 3 through 6, provides a very helpful crosswalk of instructions, by service code and cost type.

To assist and instruct service providers on how to complete the survey, Burns & Associates has developed a dedicated webpage which can be accessed at The webpage has various webinars (by service category including residential, day and employment, home and community, transportation and behavioral and other health services) that can be accessed at any time, and which provide an overview of the information being requested in survey. Partially completed surveys will be accepted. If any information requested in the survey is unavailable, leave that field blank. Even if a submitted survey is incomplete, the information that your agency is able to provide will still be part of the survey analysis.

If there are any factors that you believe should be considered but were not included in the survey, note those issues (and any other comments) in the transmittal email when submitting the survey.  You may also submit any other documentation that you would like considered as part of this study.

While the provider survey is only one component of the overall rate study, which must be submitted to the California Legislature by March 1, 2019, it is a very important component which you as a service provider can give valuable input on.
